Sr. Oracle Cloud Capital Projects Functional Lead — Project Financials

Position Overview

We are seeking a senior Oracle Cloud Capital Projects Functional Lead with deep, hands-on expertise in Oracle Cloud Project Financial Management (PFM) and Oracle Cloud Project Management, supporting large-scale, capital-intensive programs. This role is with a telecommunications client executing fiber deployment and network build initiatives; prior experience in telecom/fiber capital programs is required — candidates without it will not be considered.

The Functional Lead will own solution design for the end-to-end capital project lifecycle: project setup and planning, budgeting and forecasting, cost collection from field operations, CWIP tracking, asset capitalization, and project reporting — partnering closely with Finance, PMO, and Network/Field Operations stakeholders.

Key Responsibilities

• Lead functional design, configuration, and optimization of Oracle Cloud Capital Projects, focused on Project Financials and Project Management
• Own the capital project accounting flow: cost collection → CWIP → capitalization → Fixed Assets, including asset unitization and in-service date handling
• Translate business requirements from fiber build / outside plant (OSP) programs into Oracle Cloud solutions aligned to leading practices
• Design project structures, cost breakdown, budgeting/forecasting, and financial controls suited to high-volume network construction programs
• Manage integration touchpoints with Fixed Assets, General Ledger, Procurement, Inventory, and Cost Management — including contractor, material, and labor cost capture
• Facilitate design workshops, drive testing cycles (SIT/UAT), support training, cutover, and hypercare
• Serve as trusted functional advisor to Finance, capital program, and operations leadership

Required Qualifications

• 10+ years of Oracle ERP experience, with significant recent experience in Oracle Cloud Projects (PFM and Project Management)
• Strong command of capital projects functionality: project costing, budgetary controls, capitalization, CWIP, and Fixed Assets / asset accounting integration
• Mandatory: telecom/fiber industry experience supporting fiber deployment, outside plant (OSP), network build/expansion, or comparable capital-intensive infrastructure programs
• Proven experience as a Functional Lead on Oracle Cloud implementations, enhancements, or transformations
• Strong understanding of capital project accounting principles (capex vs. opex, capitalization policy, asset lifecycle)
• Excellent stakeholder management and communication skills; able to operate independently in a remote, CST-aligned team

Preferred Qualifications

• Experience with project-driven supply chain (procurement/inventory for network materials)
• Exposure to Project Billing / contract-based projects
• Oracle Cloud certifications (PPM / Financials)
